Sounds like the Bolt Hold Open Mech is damaged.

Since there is little replacement parts available I would walk away from it and find one that doesn't need anything.

Just a thought, but if you can disassemble the rifle, why not take a propane torch and gently heat the barrel and see if the lead will come out on it's own. Maybe you could push a brush up and down the bore a couple of times while you are heating it. There is a lot of different foul remover compound...

From the pictures that you posted, you need to shove a cotton rag inside of the action, take the screw out of the end of the forearm, slide the forearm forward. Clean the metal tube that the forearm is mounted to. Then reassemble and adjust the forearm so that it does not rub the barrel. It appears ...

You group is stringy which denotes that you have some kind of problem either with the barrel or more likely the stock.

It was not designed for 2300 fps or faster, and trying to go faster is only going to make it unstable.

As previously stated - this forum is more of a help section then an appraisal service. We don't appraise firearms here, but we do talk about them. The 721 / 722 was the cheapest gun that Remington ever made in comparison to the Model 700's made just a couple of years later. The stock had a real shabby stain on it and a real crappy finish that was known to fall off. I can only imagine that if someone was smart enough to scrape off the old finis...
