Shotguns with barrels less than 18" were outlawed in the United States for ownership without a background check and payment of a $300 (I think) transfer tax. These are the same requirements for private ownership of a machine gun, and "sawed off" shotguns were covered via the same law, which I believe was passed in 1930 or '32.
I have never seen a Remington shotgun barrel less than 18" except on a tour of the FBI firearms collection, where they did have an 870 with a cut barrel and stock that I recall.
